Association of State Enterprises and Organizations for Manufacturing State Notes of the Ministry of Finance of the Russian Federation (Association Goznak) with the address: 17 Mytnaya, Moscow, 115162, announces of holding an open tender for the right to conclude an agreement for rendering consultative services regarding Association Goznak restructuring.

Legal entities rendering consultative services and having permission (a license) to execute works with the information of state secret are invited to tender. The bidders shall have at least 5 (five) years experience in consulting, regular specialists of the appropriate classification with at least 3 (three) years experience of execution of similar works and also at least 2 (two) successfully implemented projects of similar type. Annual earnings of the consultant over a period from 2002 to 2004 in consultative services shall be at least 100 000 000 Rubles. The winner will be a tenderer conforming to the requirements of the tender documents and tendering consultative services meeting performance specification at the lowest price.
The contract with the winner will be concluded no later than 20 days from the date of signing the protocol of the tender results. The bids in Russian in the sealed envelopes shall be submitted to the Tender Committee till the 3rd November, 2005, at the above postal address. The bids will opened at the same address on the 7th November, 2005, at 12:00 Moscow time. The tender documents are free of charge. The initial tender value is not established.
