Personnel increase (from 4,600 in 1914 to 8,000 by March, 1917). Replacement of Donkin papermaking machines by new Voit machines. By 1916 paper money production increased 3 times as compared with 1914.
For the first time in the Russian history paper money was imported from the US and Japan (however, for various reasons they did not reach Russia).
